The Uttarakhand Public Service Commission (UKPSC) has released the notification for the Combined State (Civil) Lower Subordinate Services Examination 2026 — the Lower PCS examination — for 54 vacancies in various departments of the Uttarakhand Government. The advertisement (No. A-1/E-2/DR/LSS/2026-27) was published on 6 November 2026. Online applications run from 6 November to 26 November 2026 (11.59.59 PM) through the Commission’s portal at psc.uk.gov.in.
The 54 posts cover eight posts, led by Marketing Inspector (20) and Nayab Tehsildar (13), followed by Labour Enforcement Officer (5), Tax Officer in Zila Panchayat (5), Excise Inspector (4), Cane Development Inspector (4), Supply Inspector (2) and Senior Cane Development Inspector (1). All posts are Group C (non-gazetted) with a contributory pension, and the pay runs from Level 5 to Level 7. Candidates do not pick a post in the form — only candidates who qualify the Mains give their post preference online, and the final merit decides which post they get.
One condition matters more than any other in this recruitment: reservation is only for Uttarakhand domiciles. Candidates from other states can apply only as Unreserved candidates. Group C eligibility also needs one of three things — High School and Intermediate from Uttarakhand, Employment Office registration in Uttarakhand by the last date, or ex-servicemen registration with a District Sainik Kalyan office in Uttarakhand. Candidates should check this condition before paying the fee, because the fee is never refunded.

UKPSC Lower PCS Recruitment 2026: Important Dates
| Event | Date |
|---|---|
| Advertisement published and applications open | 6 November 2026 |
| Last date to apply and pay fee | 26 November 2026 (11.59.59 PM) |
| Correction window | 3 December to 12 December 2026 (11.59.59 PM) |
| Age reckoning date | 1 July 2026 |
| Preliminary exam date | Not stated in the notification |
The exam date is not stated in the advertisement. One source cites 27 December 2026 from the Commission’s exam calendar, but that date is not confirmed in the notification itself, so candidates should wait for the Commission’s announcement on its website and in daily newspapers. Prelims centres include Dehradun, Haridwar, Haldwani, Almora and 15 more towns; Mains centres are Haldwani and Haridwar.
Application Fee
The fee, including a Rs 16.36 processing fee, is Rs 166.36 for UR, Uttarakhand EWS and Uttarakhand OBC candidates and Rs 76.36 for Uttarakhand SC, ST and PwD candidates. Orphans in Uttarakhand homes pay no fee. Uttarakhand women, ex-servicemen, freedom-fighter dependents, sportspersons and state agitators pay the fee of their own vertical category. The fee is paid online by net banking, debit card, credit card or UPI by 26 November 2026, and it is never refunded. Prelims-qualified candidates pay a separate Mains fee by the date the Commission fixes. A category change in the correction window means paying that category’s fee.
Eligibility: Age Limit and Qualification
Candidates must be 21 to 42 years old as on 1 July 2026. The date of birth must not be before 2 July 1984 and not after 1 July 2005. Relaxation is available for Uttarakhand candidates: 5 years for Uttarakhand SC, ST and OBC, 5 years for dependents of Uttarakhand freedom fighters, and 10 years for Uttarakhand PwD candidates. For Uttarakhand ex-servicemen, military service is deducted from age, and the result is allowed if it is not more than 3 years above the upper limit.
For Nayab Tehsildar, Excise Inspector and Labour Enforcement Officer, the qualification is a graduate degree from a university established by law in India, or an equivalent recognised by the Government. Tax Officer (Zila Panchayat) needs a degree of a university established by law in India, or a qualification the State Government recognises as equivalent. Supply Inspector and Marketing Inspector need a graduate degree plus good knowledge of Hindi in Devanagari script. Senior Cane Development Inspector and Cane Development Inspector need a Bachelor’s degree in Agriculture — a Master’s in Agricultural Science is preferred — so a general arts or commerce graduate cannot apply for the two Cane posts.
Candidates with 2 years of Territorial Army service or an NCC ‘B’ certificate get preference in most posts. Some posts also accept NCC ‘C’ or NSS ‘C’. Tax Officer lists no such preference. The advertisement says candidates must hold the required degree on or before the last date to apply, and it fixes this by the date the marksheet was issued or the result was declared. Candidates should fill the Result Declaration Date column in the form carefully.
Domicile and Group C conditions are strict. Reservation is only for Uttarakhand domiciles, and others can apply only as Unreserved. For Group C eligibility, a candidate needs any one of: High School and Intermediate from Uttarakhand, Employment Office registration in Uttarakhand by the last date, or ex-servicemen registration with a District Sainik Kalyan office in Uttarakhand. OBC and EWS certificates must be valid on the last date, and an OBC certificate is valid for 3 years from issue. A man with more than one living wife, or a woman married to such a man, is not eligible unless the Governor exempts. Fake certificates mean a debar from all Commission exams for up to 5 years. Government employees should inform their employer and produce an NOC when asked.
Salary and Pay Scale
| Pay Level | Posts |
|---|---|
| Level 7 (Rs 44,900 – 1,42,400) | Nayab Tehsildar, Excise Inspector |
| Level 6 (Rs 35,400 – 1,12,400) | Supply Inspector, Marketing Inspector, Labour Enforcement Officer, Tax Officer (Zila Panchayat), Senior Cane Development Inspector |
| Level 5 (Rs 29,200 – 92,300) | Cane Development Inspector |
All posts are Group C (non-gazetted, contributory pension). The two Level 7 posts pay the most, and the final merit with the post preference decides which post a candidate gets.
Excise Inspector Physical Standards
Only Excise Inspector has physical standards. The height for men is 167.6 cm (General), 160.0 cm (SC) and 162.6 cm (Hill area), and for women 152 cm (General) and 147 cm (SC and Hill area). The chest for men is 78.8 cm (83.8 cm expanded) for General and 76.3 cm (81.3 cm expanded) for SC and Hill area, with a minimum chest expansion of 5 cm. The weight for women is 45 kg. Hill area relaxation needs a Hill area certificate.
Selection Process and Exam Pattern
Selection has four stages: Preliminary Exam, Main Exam, Personality Test (interview) and Document Verification before the interview. The Preliminary Exam is one objective OMR paper of General Studies and General Aptitude — 150 questions, 150 marks, 2 hours — with Part 1 General Studies (100 questions) and Part 2 General Aptitude (50 questions). It is qualifying only; its marks are not added to merit. The Main Exam is written descriptive papers carrying 600 marks: Paper I General Hindi (100 marks, 2 hours, 6 questions), Paper II Essay (100 marks, 2 hours, 2 essays), Paper III General Studies I (200 marks, 3 hours, 20 questions) and Paper IV General Studies II (200 marks, 3 hours, 20 questions). Candidates must score at least 35% in General Hindi in the Mains. The Personality Test carries 75 marks. Final merit is Mains plus Interview marks, with the online post preference and reservation applied.
Objective papers carry negative marking of one-fourth of the question’s marks for each wrong answer, and more than one answer counts as wrong. Calculators are not allowed in the Prelims. The qualifying marks are: UR 35% (Prelims), 40% (Mains), 45% (Final); OBC and EWS 30%, 35%, 40%; SC, ST, dependents of freedom fighters and ex-servicemen 25%, 30%, 35%; PwD 20%, 25%, 30%. Mains papers on General Studies cover India and Uttarakhand, so candidates should read Uttarakhand history, geography, polity and economy too.
